Idle Agricultural Lands to Be Brought into Production with Incentives

To bring 3 million hectares of idle land, causing a loss of 13 billion Turkish Liras nationwide, into production, Treasury immovables are being leased under favorable conditions, while seed and sapling support is being introduced.
Idle Lands Being Brought into the Economy
An average annual economic loss of 13 billion Turkish Liras occurs due to approximately 3 million hectares of agricultural land remaining idle across Turkey. Comprehensive incentive steps are being taken to re-integrate lands divided through inheritance or left uncultivated back into agricultural production. Plans are in place to attract female entrepreneurs and young producers aged 18-40 into the sector and to revitalize rural areas.
Symbolic Leasing Model for Treasury Lands
Under the system implemented in coordination with the Ministry of Environment, Urbanization and Climate Change, immovables are leased at one-thousandth of their market value for the production of 139 types of medicinal and aromatic plants. To date, a total of 48.8 million square meters of Treasury land in 64 provinces have been allocated to producers. While lavender has seen the highest demand, those who acquire leasing rights must not use the lands for non-agricultural purposes for 5 years.
Cash Support for Certified Seeds and Saplings
The Ministry of Agriculture and Forestry is providing direct support to farmers to strengthen the use of quality and certified materials in the 2026 production season. Under the regulation, payments of 5-10 Turkish Liras per sapling are made for fruit saplings, and 1-3 Turkish Liras for medicinal and aromatic plant saplings. Producers using certified seeds receive support of 50-150 Turkish Liras per decare, with applications accepted via ÇKS upon submission of invoices.
