Ministry Changes Rules for Plant Production Supports
· GıdaTarım

The Ministry of Agriculture and Forestry has increased biological control incentives with a comprehensive amendment to plant production support legislation, eased crop rotation conditions in dry farming, and integrated UAV technology into inspections.
New Regulation in Support Communiqué
The Communiqué Amending the Communiqué on Payment of Supports for Plant Production and Certain Other Agricultural Supports, prepared by the Ministry of Agriculture and Forestry, was published in the Official Gazette dated October 31, 2026, and entered into force. With this comprehensive regulation, new rules have been set for farmers' production planning, inspection procedures, and criteria for benefiting from support items. The legislative amendment includes new rules that will directly affect the field implementation of the planned agriculture strategy covering the 2025-2027 production periods.
Dual Incentive for Biological Control
Under the new legislation, a significant step has been taken to reduce chemical use in open-field production activities. When licensed biological and biotechnological control products are used for two different pest organisms in the same crop, the control of both pest organisms has been included in the support scope separately. The regulation also stipulates that the current minimum application area requirement of 20 decares will be reduced to at least 10 decares as of 2027. Thus, environmentally friendly agricultural protection methods in smaller-scale lands will be supported with state incentives.

Planting Flexibility in Dry Farming
Another critical change in the communiqué concerns the crop rotation rules applied in dry farming plots. According to the Ministry's new decision, farmers will now have the opportunity to plant barley, wheat, rye, triticale, and oats consecutively in dry farming plots. Within the scope of the regulation, which also includes basin-based exceptions, a special application clause has been put into effect for farmers producing potatoes and carrots in the Kumlu and Reyhanlı basins of Hatay province. This step aims to ensure production continuity in arid regions.
Technological Inspection and Entry into Force
To increase transparency and speed in field inspections, Geographic Information Systems, remote sensing, and unmanned aerial vehicles are being implemented. Following advanced technology-based controls, the Planned Production Control Report for the Production Year (Annex-40) will be issued, and for on-site field determinations, the Planned Production Field Determination Report for the Production Year (Annex-41) will be prepared. Articles 3 and 8 of the Communiqué entered into force on the date of publication, effective from January 1, 2026, while other provisions will start to be implemented on January 1, 2027.
