Agricultural SOE Purchase Targets for 2027
According to the 2027 Presidential Annual Program data, the purchase targets for public enterprises operating in the agricultural and food markets have been clarified. Within the scope of the program, the Turkish Grain Board (TMO) is projected to purchase 5 million tons of wheat and 1.5 million tons of corn in 2027. During the same period, ÇAYKUR is planned to procure 700,000 tons of fresh tea, while TürkŞeker aims to supply 7.4 million tons of sugar beet from producers. These determined purchase volumes form the basis of the strategy for public institutions to ensure market stability and floor price balance during harvest periods.

Comprehensive Governance Reform in Public Enterprises
According to the regulations included in the Presidential Program, the aim is to strengthen corporate governance principles in the top management of SOEs. To ensure the accountability of public enterprises and their boards of directors, the legal status and market positions of these organizations will be reorganized. Within this framework, the activities carried out by public enterprises will be separated into commercial and non-commercial categories. An effective cost accounting system will be adopted to distinguish public obligations from commercial operations, qualified personnel will be employed with flexible wage policies, and the existing information technology infrastructure will be modernized.

SOE Investments and Financing Balance
According to the program, 19 active SOEs in Turkey as of October 2026, along with public-affiliated enterprises in the privatization portfolio, are expected to generate a financing surplus of 137 billion lira in 2027. The projected trajectory of energy and food prices plays a critical role in achieving this target. Among the SOEs, which are projected to make a total investment of 754.2 billion lira, TPAO will continue with the Sakarya Natural Gas Field Development Project. A portion of the investments by TPAO, BOTAŞ, TEİAŞ, TCDD, and EÜAŞ is planned to be financed through external project loans.
Privatization Program and Fund Revenues
The processes for portfolio companies included in the privatization calendar and facilities planned for transfer of operating rights will be completed in line with the program. During this period, where alternative methods and public offering models will be considered, consultancy services will be obtained for the privatization of escrow services. In terms of the financial framework, it is targeted for the budget-internal Support and Price Stabilization Fund and other fund revenues to reach 823.2 billion lira in 2027, and fund expenditures to reach 724.2 billion lira. A revenue surplus of 99 billion lira is foreseen in the fund system, while the Privatization Fund is expected to generate 148 billion lira in revenue.
