Minimum Capacity in Licensed Warehouses Raised to 35 Thousand Tons

The Ministry of Trade has raised standards in licensed warehousing, setting the minimum capacity at 35 thousand tons and the minimum capital requirement at 20 million lira, to be implemented gradually.
Minimum Capacity Requirement in Licensed Warehouses
With the new regulation prepared by the Ministry of Trade and published in the Official Gazette, standards have been raised for licensed warehouses storing grains, pulses, and oilseeds. According to the amendment, each warehouse within licensed warehouse businesses, including central facilities and branches, must have a minimum capacity of 35 thousand tons. The construction of horizontal warehouses will not be permitted for grain product groups other than paddy. The Ministry's regulation aims to ensure that agricultural products are stored in more modern, secure, and high-volume facilities.
Phased Capital and Compliance Process
Under the new legislation, the minimum paid-in capital requirements for businesses have also been redefined. According to the Ministry of Trade data, 20 million lira will be required for facilities up to 35 thousand tons, 30 million lira for those between 35,001 and 70 thousand tons, and 40 million lira for those between 70,001 and 110 thousand tons. An additional 5 million lira in paid-in capital will be required for every 30 thousand tons exceeding 110 thousand tons. Existing businesses that do not yet meet these requirements must complete their capital by December 31, 2028.
Steel Silos and Application Rules
The presence of at least 10 steel silos within the facility site where operations will be conducted has been made mandatory. Businesses wishing to increase their existing warehouse capacity to 35 thousand tons can apply to the General Directorate of Internal Trade within three months and will receive an operating permit within 2 years from the date of authorization. Licensed facilities exceeding their initial authorized capacity may be granted a one-time capacity increase permit of up to 10 thousand tons. The Ministry will also consider commercial reputation and reliability criteria as fundamental requirements for applications.
