Personnel Changes at İzmir and Bingöl Provincial Directorates of Agriculture

High-level appointments were made within the Ministry of Agriculture and Forestry by Presidential Decree, establishing new management at the provincial directorates of İzmir and Bingöl.
Significant personnel changes have occurred within the provincial and central organizations of the Ministry of Agriculture and Forestry through a Presidential decree published in the Official Gazette. According to the decision, Mustafa Şahin, the Provincial Director of Agriculture and Forestry in İzmir, has been appointed as the Deputy General Manager of Agricultural Reform. Kahraman Akdoğan has been officially appointed to the vacant position of İzmir Provincial Director of Agriculture and Forestry. The Presidential Decree dated September 17, 2026, numbered 2026/319, which includes appointments within the ministry, was published in the Official Gazette on September 18, 2026, and came into effect.
Kahraman Akdoğan, who has been effectively serving as the Provincial Director of Agriculture and Forestry in İzmir since February 2026, has now been officially appointed to the position. Akdoğan, born in Kahramanmaraş in 1979, is a graduate of Samsun Veterinary Health Vocational High School, Anadolu University's Laboratory and Veterinary Health Department, and Karadeniz Technical University's Faculty of Fisheries. Akdoğan also holds a master's degree in fisheries from Ankara University and a bachelor's degree in Public Administration.
In line with the same Presidential decree, management changes were also implemented in other provincial organizations of the Ministry of Agriculture and Forestry. Within the scope of the decision, Mehmet Fatih Aktay, the Provincial Director of Agriculture and Forestry in Bingöl, was removed from his duty, and Hikmet Güneş was appointed to the vacant position. With these administrative arrangements, the new management structure in two different provincial directorates, İzmir and Bingöl, has been formalized and announced to the public.
