EPDK Lowers Residential Limit, Agricultural Producers Exempt
· Bloomberg HT

EPDK has reduced the subsidized electricity consumption limit for residential subscribers to an annual level of 3,000 kWh, while completely excluding the agricultural activities group from the regulation.
New Consumption Limit for Residential Subscribers
A decision by the Energy Market Regulatory Authority (EPDK) has lowered the subsidy limit for residential subscribers within the last resort supply tariff. According to EPDK data, the new regulation, effective from January 1, 2027, sets the limit at 3,000 kWh annually. This threshold, equivalent to an average monthly consumption of 250 kWh and a bill of approximately 820 Turkish Lira, directly affects 6.5 million out of the nearly 44.2 million residential subscribers. The Authority announced that 14.7% of total residential subscribers will fall into the high-consumption consumer group.

Agricultural Producers Remain Outside the Regulation
The decision includes significant exemptions that will please agricultural producers. According to the EPDK statement, there has been no change to the last resort limit for the agricultural activities group, and consumers engaged in agriculture have been completely excluded from the regulation. While the 15,000 kWh limit applied to industrial, public, and lighting groups has been maintained, village drinking water systems, places of worship, and families of martyrs have also been exempted. The Authority specifically stated that no general price increase has been made to the national electricity tariff.
Transition Calendar and Consumption Calculation
Although the effective date is announced as the beginning of 2027, consumption in 2026 will also be included in the new tariff calculation. Users whose total electricity consumption exceeds the 3,000 kWh limit during 2026 will transition to the high-consumption tariff within the specified calendar. For example, a subscriber exceeding the limit in the October 2026 period will be subject to the new tariff as of January 1, 2027. For subscribers exceeding the limit in the June 2027 period, the new tariff will come into effect on September 1, 2027.
