Support Limit for Dry Farming Grains Removed

The Ministry of Agriculture and Forestry has lifted the consecutive planting restriction for grains like wheat and barley in dry farming areas, while lowering the threshold for benefiting from biotechnical pest control support for olives to 10 decares.

Crop Rotation Flexibility Expanded in Dry Farming

The Ministry of Agriculture and Forestry updated the rules for crop production support with Communiqué No. 2026/30, published in the Official Gazette dated October 31, 2026. Under the current practice, the same crop could be planted on the same agricultural plot for a maximum of two consecutive times, with support being cut for the third planting. Within the scope of the new regulation, this limitation has been removed for barley, wheat, rye, triticale, and oats in dry farming areas. Producers will now be able to plant wheat or barley consecutively on dry plots without facing support losses. However, the crop rotation requirement will remain in place for irrigated agricultural lands.

Biotechnical Support Eased for Small Olive Groves

The published communiqué also included incentive steps closely concerning olive producers. The individual application requirement for biotechnical pest control against the olive fruit fly, utilizing pheromones and traps, has been relaxed. According to data from the Ministry of Agriculture and Forestry, the minimum area size requirement, previously 20 decares, has been reduced to 10 decares starting from the 2027 production year. This brings small-scale olive grove owners under the support coverage. Furthermore, if licensed biological or biotechnical pest control is applied against two different pests on the same crop in open fields, separate support payments will be made for both treatments.

Inspections via Drones and Implementation Timeline

New rules have been set for the use of modern technologies in the inspection processes of agricultural production areas. Official records will now be generated from controls conducted using Geographic Information Systems, remote sensing methods, and unmanned aerial vehicles. The provision allowing consecutive planting on dry farming plots and the inspection records will come into effect on January 1, 2027. The provisions related to support for biological and biotechnical pest control have been officially implemented as of January 1, 2026.
