Agricultural Lands Unused for Two Years to Be Leased

The Ministry of Agriculture and Forestry has officially launched a process starting September 1 to bring fallow agricultural lands, unused for two consecutive years, back into production through seasonal leasing.

The Ministry of Agriculture and Forestry is bringing unused lands into production to ensure the effective use of agricultural areas and strengthen food supply security. Under Law No. 5403 on Soil Conservation and Land Use, agricultural lands that have remained uncultivated for two consecutive years for various reasons will be leased on a seasonal basis. The land identification studies conducted for the 2026 production year by Provincial and District Land Identification Commissions have been completed, and the announcement process officially began on September 1.

The rental fees for the lands to be leased are determined by the commission to be no lower than the prevailing market rates in the region. When determining the fair market value, at least 3 leased agricultural lands with similar characteristics to the parcel to be leased are considered as comparables. The collected rental fees are directly transferred to the landowners. Producers can easily apply by filling out the lease request form and submitting it in person to the Provincial Directorates of Agriculture and Forestry or electronically through the Agricultural Lands Valuation and Acquisition Information System.

After the announcement phase is completed and provincial governor approvals are obtained, the leasing of finalized lands will be organized by the Provincial Directorates of Agriculture and Forestry. The parcels to be operated by the farmers who win the lease rights will be registered in the Farmer Registration System (ÇKS), directly integrating them into the state's agricultural production planning. Thus, while fallow agricultural lands are brought back into the economy, access to land for farmers will be facilitated, and the national crop production capacity will be increased.
