Extreme drought across Europe is pushing water levels in the Rhine and Danube rivers to historic lows, causing disruptions in inland navigation that are increasing costs for energy production and agricultural logistics.
Drought Threatens Waterways
The extreme heatwave and drought affecting Europe are causing historic water level losses in the continent's main waterways. The Rhine and Danube rivers, central to the industrial, energy, agricultural, and transportation chains, are facing the risk of losing their functionality due to declining water flows. These disruptions in inland navigation are driving up costs in many areas, from logistics to energy production.
Logistics Cost Pressure on the Rhine River
The 1,233-kilometer-long Rhine River, connecting the North Sea with industrial centers, has an annual cargo capacity of 285 million tons. The water level in the river, which accounts for approximately 80% of Germany's inland waterway transport, is rapidly decreasing. The Kiel Institute for the World Economy highlights rising freight costs, estimating that low water levels could cause a 0.2% drop in Germany's gross domestic product.
Critical Flow Drop in the Danube Basin
The 2,857-kilometer-long Danube River, flowing through ten countries, transports grain, fertilizer, and minerals, and supplies critical energy facilities. At the Romanian border, the river's flow has dropped to as low as 1,400 cubic meters per second. This figure is one-third of the long-term August average of 3,900 cubic meters per second and indicates a fall below the historic low levels recorded in 2003.
Emergency Engineering Intervention at a Romanian Power Plant
The Romanian government undertook extraordinary operations in the riverbed to meet the cooling water needs of the Cernavoda Nuclear Power Plant. Rock blasting and the sinking of 4 large barges were carried out to redirect water flow. Despite these interventions, which aimed to increase the water level by 10 to 12 centimeters, the plant's first unit had to be temporarily taken offline.
Energy Security Measures in Regional Countries
In Hungary, the Danube's flow dropping to 723 cubic meters per second brought the Paks Nuclear Power Plant, which produces 40% of the country's electricity, to a critical threshold. While monitoring processes were increased at Bulgaria's Kozloduy plant, hydroelectric production significantly declined in Austria and Serbia. Serbia activated rail transport and strategic fuel reserves after diesel imports planned for August, totaling 39,000 tons, could not be carried out via the river.
Agricultural Shipments and Structural Risks
The sharp decline in river flows is leading to capacity constraints and increased freight rates for the transport of agricultural raw materials such as grain and fertilizer. The inability of ships to carry full loads is creating ground for disruptions in the food supply chain. Data from expert institutions clearly indicate that the climate pressure in the Rhine and Danube basins poses persistent structural risks to agricultural trade, industry, and inflation.
