Significant Increase in Agricultural Support Budget
According to the 2027 Presidential Annual Program data, prepared in line with the studies conducted by the Ministry of Agriculture and Forestry, a significant expansion is being made in the agricultural support budget. The total agricultural support budget, projected to reach 167.6 billion lira by the end of 2026, will be increased by 40.2% to 235 billion lira in 2027. Livestock sector support, one of the areas that will receive the largest share of the budget, will be increased by 43.4% from 36 billion 616 million lira in 2026 to 52 billion 504 million lira.

New Coefficient Regulation in Livestock Incentives
New criteria have been introduced in the support mechanisms to encourage planned breeding in animal production. In line with the decision published in the Official Gazette on September 7, 2026, additional support coefficients have been introduced for calves and lambs born from embryo transfer and sexed sperm applications. Furthermore, heifer calves that have undergone genomic testing, and lambs and kids born in mobile checkpoints and disease-free herds have been included in the scope of additional coefficients. Raw milk production supplied to the market through collectors with vocational qualification certificates will also be supported with a premium.
Pasture Improvement for Roughage Needs
Field improvement activities, carried out to ensure the supply of quality roughage for businesses and to protect pasture resources in the long term, are continuing uninterruptedly. First, the boundary determination and registration of pasture areas are being completed, followed immediately by the implementation of technical improvements in the field to increase forage yield and nutritional quality. Within the scope of the projects, physical structures that discipline grazing management are being built to achieve sustainable grazing. Thus, it is aimed to reduce feed costs and ensure controlled use of pastures, thereby alleviating the production cost pressure on producers.

Domestic Vaccine Production Accelerates
Infrastructure investments are accelerating to meet the veterinary vaccines used in combating contagious epidemic diseases that threaten animal health with domestic capabilities. Work is continuously underway to establish a new vaccine production facility with modern standards within the Etlik Veterinary Control Center Research Institute Directorate operating in Ankara. With the official operation of this facility, it is aimed to protect herd immunity, significantly reduce dependence on foreign sources for vaccine supply, and minimize losses in animal production.
Massive Resource Against Agricultural Frost
The amount of financing transferred to producers to compensate for yield losses caused by climatic disasters has also been clarified. Following the agricultural frost disaster in 2025, 23.1 billion lira in damage compensation was paid to producers with TARSİM insurance, while 23.86 billion lira in support was provided under a direct decree, bringing the total payment to producers to 47 billion lira. In 2026, the state premium support rate against frost risk was increased to 70%. According to TARSİM data, as of October 3, 2026, 2.25 million policies were issued, a total premium support of 23.6 billion lira was provided to producers, and 11.6 billion lira in compensation was paid.
