The Ministry of Agriculture and Forestry has enhanced the State Hydraulic Works (DSİ) fleet with 150 new construction machines, boosting its capacity to respond to flood risks and disasters.
DSİ Fleet Welcomes 150 New Construction Machines
Minister of Agriculture and Forestry, İbrahim Yumaklı, attended the delivery ceremony held at the Etlik Facilities of the General Directorate of State Hydraulic Works, putting 150 new construction machines into service. In his address at the ceremony, Yumaklı emphasized the vital importance of managing water resources correctly in agriculture, drinking water, and general production processes, and highlighted the priority of efficient water use. With the delivered vehicles, the institution's dump truck capacity increased from 584 units to 734 units. The new vehicle fleet will actively participate in clearing sediment from stream beds threatening agricultural lands and in reclamation efforts in the field.
Record Rainfall Levels in 66 Years
Sharing data from the General Directorate of Meteorology's 2026 Water Year Report, Minister Yumaklı announced that an average of 741.6 millimeters of precipitation fell across Turkey between October 1, 2025, and September 30, 2026. He stated that this level is 29% above the long-term average of 573.4 millimeters and represents a 76% increase compared to the previous water year. Drawing attention to the fact that rainfall reached its highest level in the last 66 years, Yumaklı noted that measures are being fully implemented to meet the water needs of agricultural areas while simultaneously preventing this intense rainfall from turning into floods and soil erosion.

Flood Risk Mitigation with Early Warning Systems
Addressing the importance of technological infrastructure against sudden changes in climate conditions, Minister of Agriculture and Forestry İbrahim Yumaklı made the following statement:
'We will continue to expand the Flood Early Warning System (TEUS) as a significant part of this preparedness. Water levels in streams are monitored instantly with these systems. When there is a possibility of flooding, we inform our citizens, local administrations, and relevant institutions through both SMS and other warning channels. Early warning means intervention in the right place, at the right time.'
Minister Yumaklı stated that early intervention capability in the field minimizes flood damage.
New Five-Year Target for Flood Control Facilities
Touching upon the physical structures that play a role in protecting agricultural lands and settlements, Minister of Agriculture and Forestry İbrahim Yumaklı shared the following information:

'To date, 11,466 flood control facilities have been completed nationwide. Approximately 6,500 of these were realized in the last 24 years. Our goal for the next 5 years is to put an additional 1,000 flood control facilities into operation.'
Yumaklı emphasized that DSİ investments are the fundamental guarantee in overcoming flood risk and stated that with the new facilities to be implemented, flood control basins will become safer, and agricultural lands will be protected from flood damage.
37 Billion Liras in Economic Contribution and Forest Support
Pointing to the efficiency provided by construction machines to the institutional budget, Minister of Agriculture and Forestry İbrahim Yumaklı stated the following:
'With the 150 new construction machines, the transportation of sediment and other materials removed from stream beds will also be carried out more efficiently. The hauling capacity between our teams' work areas and the dumping sites or storage points will also increase. What happened with the new vehicles? Our number of dump trucks increased from 584 to 734. The 1,141 construction machines acquired in the last 5 years have so far provided a benefit of 37 billion Turkish Liras. This means it corresponds to a benefit approximately three times its cost. Thus, DSİ has made a significant investment in its own inventory and gained benefits and profits.'
Minister Yumaklı added that the vehicles also work shoulder-to-shoulder in disasters such as forest fires when needed.
