Agricultural Lands Unused for Two Years to Be Leased
· TRT Haber

The Ministry of Agriculture and Forestry has launched a leasing process for agricultural lands that have remained uncultivated for two consecutive years, aiming to bring them back into production. The revenue generated will be transferred to the landowners.
The Ministry of Agriculture and Forestry continues its leasing efforts aimed at bringing uncultivated agricultural lands across the country back into production and utilizing idle capacity. The application aims to mobilize agricultural production potential to its highest level while also ensuring food supply security. All lands brought into the economy through leasing are directly included in agricultural production planning, supporting the productivity goals of the country's agriculture.
The ongoing process is based on the provisions of Law No. 5403 on Soil Conservation and Land Use and the Regulation on Leasing Uncultivated Agricultural Lands for Agricultural Purposes. According to the relevant legislation, lands owned by real or legal persons that have been determined to be uncultivated for two consecutive years for various reasons are included. While these lands remain under the disposition of their owners, they are opened to agricultural production on a seasonal basis by the Ministry, with the rental income paid entirely to the proprietors.
Field studies conducted by Land Determination Commissions established at the provincial and district levels within the scope of preparations for the 2026 production year have been successfully completed. Following the technical reviews, the announcement process for the properties included in the leasing scope began on September 1. Upon completion of the announcement phase and finalization of the governorate approvals, leasing procedures for eligible lands will be officially carried out under the coordination of the Provincial Directorates of Agriculture and Forestry.
A transparent and fair valuation mechanism is applied for the rental amounts of agricultural lands to be leased. Leasing below the fair market value determined by the commissions is strictly prohibited. When determining the fair rental value of agricultural lands, data from at least 3 leased agricultural lands of similar quality and in the same settlement area as the parcel to be leased are used as a basis. This protects the rights of the landowner and establishes a fair rental price.
