Share of Wood Sales Revenue to Be Provided to Forest Villagers
· AA Yeşil Hat

Forest villagers working on a unit price basis in forestry activities will receive support payments, either in-kind or cash, up to 10% of the net wood sales revenue.
New Income Model for Forest Villagers
The Regulation on the Application of In-Kind or Cash Distribution to Forest Villagers Working with Unit Prices in Forestry Activities, prepared by the General Directorate of Forestry, has been published in the Official Gazette and officially entered into force. In line with the regulation, villagers working on a unit price basis in forestry activities will receive a share from the sales revenue of wood-based forest products obtained within the property boundaries of their own villages. Up to 10% of the net amount remaining after deducting production costs will be given to forest villagers either in-kind or in cash. The new application aims to prevent rural-to-urban migration.

Residency Requirements for Eligibility
Specific residency and work conditions have been introduced for forest villagers to benefit from these payments. Villagers registered in the population of the village subject to distribution will need to reside there continuously for at least 1 year. Those registered in the population of another village are required to document continuous residency in the relevant forest village for at least 3 years. It is stipulated that eligible recipients must be officially recorded as working on a unit price basis in their own name or as a cooperative member. Furthermore, it is required that no official record of a forest crime has been made against the producers within the current year.

Calculation and Distribution Method of Payments
The distribution rate and method will be put into effect with the approval of the Minister of Agriculture and Forestry after the current year's balance sheet is finalized each year. 50% of the total amount calculated by the forest management directorates will be distributed equally among the villagers on the eligibility list. The remaining 50% will be distributed in proportion to the entitlement amounts received by the forest villagers in return for their work throughout the year. If the distribution is made in-kind, the cost of the procured tools, equipment, and materials cannot exceed the calculated cash amount for the eligible recipient.
Support Ceiling and Excluded Areas
The total annual in-kind or cash support to be provided to each eligible recipient cannot exceed the net minimum wage amount determined by the Minimum Wage Determination Commission. If more than one minimum wage figure is announced within the current year, the arithmetic average of the net figures will be considered as the ceiling. Entitled payments will be met from the revolving fund budget of the General Directorate of Forestry and deposited directly into the bank accounts of the producers. Wood-based forest products obtained from burnt areas will not be included in the revenue distribution calculations in any way.
