Yalova Chamber of Agriculture Warns Producers About Farmer Registration System (ÇKS)

Şaban Beşli, Chairman of the Yalova Chamber of Agriculture, announced that Farmer Registration System (ÇKS) applications must be completed by December 31st, warning that unregistered farmers will be deprived of subsidies, agricultural electricity, and prescription-based pesticides.

ÇKS Application Process Begins

New period applications have started for the Farmer Registration System (ÇKS), which was first implemented by the Ministry of Agriculture and Forestry and published in the Official Gazette on April 16, 2005, and updated with the regulation dated May 27, 2014. Yalova Chamber of Agriculture Chairman Şaban Beşli announced that the registration process for the 2027 production year has opened, stating that the participation rate across the province has not yet reached the desired level. Şaban Beşli emphasized that the inclusion of producers in the official database is a fundamental requirement for the sustainability of agricultural activities.

Condition for Benefiting from Agricultural Subsidies

Reminding that producers not included in the system will not be able to benefit from public grants, Yalova Chamber of Agriculture Chairman Şaban Beşli made the following assessment:

"It is not possible for producers without ÇKS registration to benefit from subsidies in any way. For example, they cannot benefit from plant production subsidies. ÇKS registration is required for all subsidies provided by the Ministry of Agriculture and Forestry, such as plastic support, seed support, and vegetable seedling support. Therefore, producers without ÇKS cannot benefit from these subsidies at all. For us, anyone without ÇKS registration can come and get information as a citizen. For example, we do not require ÇKS registration for citizens who plant three to five crops in their gardens. However, they cannot benefit from any of the strong supports provided by the Ministry."

Risks in Agricultural Electricity and Pesticide Use

Stating that protected and greenhouse cultivation is widespread in Yalova, and therefore serious risks can arise in energy use, Yalova Chamber of Agriculture Chairman Şaban Beşli said:

"A farmer without ÇKS registration can have their agricultural electricity cut off. Because the producer cannot prove they are farming. In Yalova, especially due to the widespread nature of agricultural production in greenhouses and small areas, a large portion of producers use agricultural electricity."

Reminding that new rules are in effect for obtaining plant protection products, Beşli stated that with the transition to the prescription system, the purchase of agricultural pesticides without a prescription from dealers has ended, and unregistered producers will experience disruptions in obtaining inputs.

Registration Renewal and Application Calendar

Providing information about the application and renewal steps, Şaban Beşli explained that farmers should first apply to the Chamber of Agriculture and then to the Provincial or District Directorates of Agriculture and Forestry. Beşli stated that currently registered producers can quickly complete their transactions via the e-Devlet portal and said that producers who have not renewed their registration for one or two years must apply in person to the directorates.

Pointing out the importance of adhering to the application calendar, Yalova Chamber of Agriculture Chairman Şaban Beşli issued the following warning:

"From now on, ÇKS registration needs to be renewed regularly every year. For example, the 2027 ÇKS registration also needs to be done. If the registration is not renewed, problems can also arise regarding the use of agricultural electricity. Additionally, producers without ÇKS registration may experience problems with pesticides used in plant production. With the transition to the prescription system, the practice of obtaining pesticides without a prescription from pesticide dealers has ended. Therefore, producers must complete their ÇKS registrations. ÇKS registrations will start on September 1st and continue until December 31st. The last registration date is December 31st. Producers must complete their registrations within these dates to avoid any grievances."
