Digital Audit Era Begins for Crop Production Subsidies

The Ministry of Agriculture and Forestry has revamped its crop production subsidy model, integrating field inspections with UAV and satellite systems, and introducing a minimum 10-decare land requirement for 2027.

Digital Record Era in Audit Processes

The Ministry of Agriculture and Forestry has published and enacted its new communiqué for crop production subsidies covering the 2025-2027 period in the Official Gazette. Within the scope of the new regulation, the auditing of agricultural production processes has been integrated with advanced technologies such as Geographic Information Systems, remote sensing technologies, and unmanned aerial vehicles. According to the new procedures determined by the Ministry, the 'Planned Production Land Determination Record for the Production Year' will now be used directly in on-site inspections. The aim is to fully digitize field controls and record them with new types of records.

Dry Farming and Biological Control Rules

With the published communiqué, in cases where licensed control products against two different harmful organisms are used for the same crop grown in open fields, both methods have been included within the scope of support separately. Alongside this step, which aims to direct producers towards environmentally friendly methods instead of chemical pesticides, the crop rotation rules in dry farming parcels have also been updated. The new regulation allows for the consecutive planting of barley, wheat, rye, triticale, and oats, while special provisions have been made for potato and carrot producers in the Kumlu and Reyhanlı basins of Hatay.

Minimum Area Requirement and Implementation Timeline

While some subsidy items were abolished in the regulation published by the Ministry, minimum production area criteria have been rearranged in line with long-term planning. According to the decision announced in the Official Gazette, the minimum production area requirement, effective from 2027, will be applied as at least 10 decares. It has been announced that the changes in Articles 3 and 8 of the communiqué will commence on January 1, 2026, while all other provisions will come into effect on January 1, 2027.
