TMO Announces Poppy Seed Purchase Prices and Cultivation Conditions

The Turkish Grain Board (TMO) has begun accepting applications for poppy cultivation permits for the 2026-2027 season via HÜBAS, raising the capsule purchase price for 2027 to up to 150 Turkish Lira per kilogram.

The Turkish Grain Board (TMO) has announced that applications for poppy cultivation permits for the 2026-2027 agricultural season will be accepted through the Poppy Production Application System (HÜBAS). According to the institution's statement, only Chamber of Agriculture or Farmer Registration System (ÇKS) records will not be sufficient for a poppy cultivation permit. Producers must apply to the system with a current ÇKS document obtained from the provincial or district organizations of the Ministry of Agriculture and Forestry. TMO has announced that cultivation permit requests must be completed by October 30, 2026, at the latest, and no new applications will be accepted after this date.

In the announcement published by the Turkish Grain Board, the capsule purchase prices to be applied for the 2027 purchase period were also declared. According to the tariff determined by the institution, the purchase price for poppy capsules used with traditional seeds and having a low morphine content will be 75.00 TL/kg. For poppy capsules obtained from production using registered seeds certified by TMO and containing high morphine content, payments will be made incrementally up to 150.00 TL/kg, depending on the morphine content.

TMO announced that the limit of 3 plots and 30 decares of cultivation area per producer, which was part of previous practices, has been removed for the 2026-2027 agricultural season. With the regulation made, the system has transitioned from a region-based crop rotation system to a plot-based crop rotation application. The institution stated that production can be carried out in proportion to the quotas to be allocated to villages and neighborhoods, and while applications for summer plantings will not be accepted, renewal planting will be permitted in authorized winter planting areas. It was also stated that applications cannot be made for plots smaller than 500 m².

It was reported that up to 1 kg of new seed per decare will be distributed to producers who choose TMO seeds, and an additional 1 kg right will be granted for renewal planting. The cost of the distributed seeds, 140.00 TL/kg excluding VAT, will be deducted from the 2027 product price. An additional charge of 140.00 TL/kg will be collected as a penalty from producers who take but do not use or mix the seeds. The institution announced that cultivation areas will be inspected using satellite imagery, and legal action will be initiated immediately for illegal cultivation in unauthorized areas or in different plots than the authorized ones.
