Three-Year Public Investment Roadmap Set for Agriculture
· Sabah Ekonomi

Turkey's 2027-2029 Public Investment Program designates agricultural infrastructure, attractive irrigation projects, and biosecurity as priority support areas.
In line with the Public Investment Program Preparation Guide covering the 2027-2029 period in Turkey, the agriculture and food sector has been included among strategic priorities. The new investment plan, which aims for the efficient use of public resources, will focus on infrastructure projects that will reduce the costs for the private sector and expand agricultural production capacity. With this move, which aims to increase welfare nationwide and support sustainable economic growth, agricultural R&D and digitalization efforts will also be strengthened with public support.
Large-scale water projects carried out by the General Directorate of State Hydraulic Works (DSİ) will be highlighted in agricultural investments. In the new period, priority will be given to projects where storage is completed or planned without storage, and where water transmission lines such as main canals and tunnels are finished. By implementing irrigation systems with attractive features that reduce energy costs, the aim is to provide farmers with more economical and uninterrupted access to water.
Projects that will guarantee supply security in the livestock sector will be widely covered within the scope of the public investment program. In studies aimed at increasing animal stock and improving meat-milk yield, infrastructure for the prevention of animal diseases and herd management will be supported. Through comprehensive research and development investments including biosecurity measures, herd health of breeders will be secured, while sectoral losses are planned to be minimized.
Modern infrastructure investments that will increase yield and product quality in crop production constitute one of the main axes in the new three-year program. Protective measures against diseases and pests will be expanded through research projects to be carried out to protect plant health. At the same time, digitalization investments aimed at improving agricultural information systems will be accelerated, making the central tracking of agricultural data and guidance services for producers more effective.
Special priority will be given to projects aimed at reducing water loss and leakage in agricultural and urban water management against drought risk. In drinking and utility water supply projects carried out by the State Hydraulic Works, settlements with water loss rates below 50% will be supported. By increasing the efficiency in transmission lines of municipalities with populations of 50,000 and above, water savings will be maximized in rural and urban basins.
Reducing development disparities between regions and developing rural areas has been set as a fundamental goal throughout the new investment period. By considering local potentials in public investment allocations, the competitiveness of agriculture-based industry and regional production centers will be increased. Through organized agricultural regions and modern infrastructure facilities, value-added production in rural areas will be encouraged, and farmers' market access capacity will be strengthened.
